The Pensions Regulator - Bill Galvin will replace Chris Dobson as executive director for strategic development. Dobson’s six-month engagement has come to an end. Galvin joins from the Department for Work and Pension.

State Street Global Advisors - Rick Lacaille has been promoted to global chief investment officer. This is a new role in which Lacaille will manage SSgA’s team of asset class CIOs.

The Bank of New York Mellon - Eric Kamback has been promoted to chief executive of the treasury services group. He previously served as deputy head, though will now succeed Robert Stasik, who has announced his retirement.

PGGM - The newly-separated fund manager of Dutch pension fund PFZW is looking for a senior policy adviser for its public affairs team.

Standard Life Investments - Morley Fund Management’s Will Pawson is the new investment director covering Southern Europe. Based in Edinburgh and reporting to Phil Barker, head of European business development, Pawson will be responsible for the wholesale and institutional marketing of SLI’s products in Spain, Portugal and Italy.

Investec - LGT Capital Management’s Michael Steiner has been appointed to assume responsibility for Investec Asset Management’s fund distribution and institutional business in Austria and Germany.

BMB - David Gibson-Moore has joined as managing partner, based in the Middle East. He joins from Allied Investment Partners where he was head of alternatives, private equity and distribution.

KPMG - Ben McDonald and Paul Cuff have both been promoted to partner within the UK pensions team.

Goodman - Błażej Ciesielczak will join the global property group’s Polish office on November 1 from SEGRO as general manager for Poland. Müler Onofrei will also head the new office in Romania, hsving joined from the Bucharest property company, Aleph Properties.

CamradataNatasha Silva has joined the asset manager database in the newly-created role of head of sales and client relationships. She previously worked at BNY Mellon.
