The establishment of emergency buffers, namely the two-tier guarantee system is a significant milestone in the pension funds industry and should be viewed as a step in the positive direction (from a macroeconomic and regulatory standpoint). Expect to see implementation of similar rules in countries where supervisory controls (around private pension funds) have been weak or consequences of pension fund failures have not been given due consideration.
