This sounds tremendously ambitious. I'd much rather they focused on "where risks should ultimately be managed by institutions". For example, if employers are, quite understandably, disinclined to offer defined benefit pensions, could the insurance industry offer something like deferred annuities at a price that workers would be willing to pay?
