Personal Accounts Delivery Authority - Simon Richards has been promoted to become the business delivery director of the authority. This is a board level appointment that will play a central role in the delivery of personal accounts in time for the onset of employer duties in 2012.

SEB - Peter Branner has left Fortis in London to become the new head of SEB Investment Management.

Threadneedle - Merrill Lynch's John Devine has been appointed chief operating officer, taking over from Crispin Henderson who, until he became chief executive in the summer of last year, had responsibility for the role.

Fidelity International - Sebastián Velasco (pictured, above) and Asgeir Thordarson (pictured below) are the new heads of its Iberian and Nordic businesses respectively. Velasco, replacing Rafael Febres-Cordero who has returned to Fidelity Investments in the US, joins from Barclays Spain, and Thordarson, assuming responsibility from Mike Nikou, was formerly in charge of distribution to Fidelity's Nordic institutional and retail clients.

AXA Investment Managers - Chris Iggo has been promoted to chief investment officer, fixed income, as AXA IM announced a restructure of its fixed income division, headed up by Theo Zemek, who joined from New Star in March.

Mn Services - The asset management business unit has appointed Robert Leenes as head of relationship management from 1 September. Leenes was previously director of TKP Investments, where he was responsible for fiduciary management.

SEI - Fortis Investments' Marja van der Giessen has joined the European institutional team as director of institutional client investment strategy. John Griffiths has arrived as director of strategic advice from HSBC, while Rachel Hill will move from SEI's Pennsylvania office to London to become UK institutional business development manager.

Cardano - Anna Dayn is joining the London-based investment management team, and will focus on researching and selecting private equity managers. Prior to joining Cardano she was at Capital Dynamics.

Blackstone Alternative Asset Management - Olivier Meyohas has joined as a managing director to head its London office and lead its business in Europe, the Middle East & Africa. Gideon Berger, who has led the firm's London office since the end of 2006, has been named as chief risk officer and will return to New York.

Northern Trust - Steve Cress, from Morgan Stanley, has been named as head of asset management sales and client services in London. Kevin Hardy has been promoted head of asset management in the Asia-Pacific region and will move from London to Hong Kong. In addition, Bert Rebelo will relocate to Hong Kong continuing in his role in product management and strategy for the asset management business in Asia-Pacific.

Metzler Asset Management - Christian Reister of M&G Investments is the new key account manager for the distribution in Germany and Switzerland.

Mirae Asset Global Investments - Morley Fund Management's Elliot Berman has joined as senior manager for European distribution, based in London.

Lonkal Consulting Limited - David Williams, formerly a senior analyst at Mercer's London office, has left to join fellow ex-Mercer employee Ian Woodall at Lonkal Consulting Limited in Mayfair.
